Can you add tools for commenting and marking up this document where the markups are kept with the .pdf file in the same folder or on a layer tha. can be turned on/off?

Procurement package names and numbers

The package numbers and names should be inline with the procurement plan to keep things clear. E.g. Fermentor = 300-04 Main fermentor

add reply option for all comments

Adding a reply for each (and not just issues) would quickly allow multiple reviewers to see who is "owning" each comment, and which comments need clarification
