Automatically Register All Reviewer Comments Without Issue Creation

Log every comment—without forcing issue creation.

In design and drafting reviews, reviewers often add comments and markups directly on PDFs. Currently, these comments remain on the overlay file and are only visible in the PDF (including when printed). For comments to appear in the dashboard or register, they must be converted into issues using an issue form definition.

This extra step is inefficient and unnecessary because reviewers expect all comments to be tracked, verified, and closed out, not just those raised as issues. The proposed enhancement is to automatically log all comments into a register for easy tracking and resolution—without requiring issue creation.

Use Case:
A reviewer adds 80 comments during a drafting review. Under the current workflow, only comments converted into issues appear in the dashboard, leaving the rest untracked. This creates gaps in accountability and risks missed feedback. If all comments were automatically registered, the design team could respond to every comment without extra manual steps, improving efficiency and transparency.
