Only open markings when using the PDF Review option. That way when the users wants to see the original document they can view it without downloading the document in the connected project. And when the users wish to see if there are any PDF markings they can view it with the PDF Review option.
This would make the viewing the documents more clear and remove the unnecessary document download.
